Sipper or sippy cup can be given to babies once they start sitting. Just fill in a little water in it and let her play with it, she will learn how to dring from a cup while playing.

Every child is different, there is no set time o achiv milestones, but it is generally said that by 13 months a child speaks 30 different words, these can just be sounds we might not understand. Don't worry, let her grow at her pace.
