 Yes you can apply powder, but for face you get Nivea, and other moisturizing cream. So that will be mild and not look oily.

Depends on your skin type. Unless u have extremely dry skin that absorbs the moisturiser, ur face tends to get an oily look after some time. This in turn makes the powder stand out in patches.
