As per the info available,, Galileo first observed the rings with a very primitive telescope and thought it to be some bumps, but he was unable to conclude it as Rings. There was another Christiaan Huygens, who observed the rings with a more improved telescope and was able to conclude that they were the rings of saturn, in 1655.
